Allow for multiple attachments on proposals

For internal governance, the need for users to add multiple attachments to their proposals is important (to share good practices, images and interesting content).

Describe the solution you'd like

As an admin, I'd like to be able to allow users to add various attachments to their proposals. A config flag on the Proposals component configuration could allow this possibility. To give more flexibility to the admin, they could also say in a field what's the max number of attachments allowed.
