Plan and automate step change at a precise hour

Often administrative services choose steps beginning and end dates that make Decidim admins' life impossible. It's become really common that they have to change a step at midnight on a week day. Which is really messed up for work life balance. If think we really don't want to be responsible for people having to work at midnight.

Describe the solution you'd like

Our proposal is to add a third date to the steps, "Activate at".

As an admin if I leave it blank I will have to activate the step manually.

When I fill it I want to be able to select : YYYY, MM, DD, HH:MM (minutes) so I can be precise enough.

When filled a scheduled task will take care of activating the steps for me.

As an admin I cannot have 2 steps with the same activation date.

Does this issue could impact on users private data?
