Put terms and conditions in a modal

The box for terms and conditions on the sign up form lack formatting making them quite hard to read. Has one doesn't know what is a title, doesn't show bold fonts or links.
Describe the solution you'd like
Instead of the block, show the link and open the terms and conditions in a modal with all the formatting that was intended by the admin.

This can conflict with the GDPR regulation. Spanish law, for example, states that this information must appear directly on the form:
- Responsible for the treatment: Barcelona City Council.
- Purpose of the treatment: to manage contact with citizens and interested persons to participate more actively in the acts, bodies and processes of participation of the city, including the political opinions of the users who can publish them.
- Legal basis for the treatment: it is the user's consent by accepting the terms and conditions of use.
- Recipients of the data: will not be communicated to third parties except by legal obligation.
- Rights: to exercise your rights of access, rectification and deletion as well as other rights recognized to the regulations you can send an email to hola@decidim.org.
One solution is to create an extra field that is "Terms and Conditions" intro for the registration form, and then each admin will adapt it to the current legislation in their country.
Yes that could work, we'd need to allow the rich editor on the one so that the admin can link the page towards the page containing the full terms and conditions so that users can refer to them before registering.
Another reason we think your proposition is a good idea is that it gives simpler text to read and understand as opposed to a long a technical text that no one reads.
Where do you suggest we add this configuration field in the admin ? How about here /admin/organization/edit bellow the admin term of use ?
