Set the exact time when you want to start and end a consultation

La teva sol·licitud de nova funcionalitat està relacionada amb un problema? As an admin you cannot set the exact time when a consultation starts and ends. Right now, if you define the end of a consultation on a particular day, the consultation will end at midnight that day. So if you want to close a consultation at 8 p.m. you have to do it manually at that same time by changing the end day of the consultation, concretely by advancing it. The same happens with the start.

3. As a user, I can vote when start date starts
4. As a user, I can't vote when end date ends
