Add geocoding config flag on budget component

As a user, when I vote for the participatory budget of my city I'm always frustrated not to be able to navigate the list of projects on a map.

Describe the solution you'd like

I'd like to add a config flag to the budget module to enable geocoding.

When enabled :

• an extra field for the address for the project from migration.
• a map appears on the index
• a map preview appears on the project page

Now there can be multiple budgets nested in one budget component it's important for the admin to know that if geocoding is enabled it will be enabled on all budget pages. A help text can be added next to the config flag to explain this.
