Create accountability results automatically from "selected" budgeting projects

Currently when the accountability phase starts in a PB process, the administrators will have to manually create the projects or import them from the CSV.

This creates administration overhead as some of the result details are the same as in the budget voting phase. The budget voting project could serve as a starting point template for the accountability result.

This is an actual user request.

**Describe the solution you'd like**

In the accountability view we currently have the button "Import CSV". We would suggest changing this to an "Import" dropdown where you could select from two options:

1. Import from CSV (as is right now)
2. Import from budgeting projects

When selecting the second option (import from projects), it should allow the user to pick the budgeting component from which the results are imported. After selected, Decidim would automatically create accountability results from budgeting projects that are marked as "selected".

CSV import which is available but it is hard to manage.
