Archive folder for initiatives

Initiatives can produce a lot of initiative over the long run. In the case of the National Assembly it's supposed to last over several legislatures. So as an admin I need a way to manage only initiative to the current legislature while initiatives from precedent legislature should remain accessible in admin and front-end.
With this feature, the admin will be able to move initiatives from the management folder to an "archive" folder. This would not remove the initiative, but will be hidden in the management folder but still accessible in a specific view in admin and filtered view front office.
Describe the solution you'd like
1- As an admin, I can move an initiative from the management folder to the archive folder.
2- As an admin, I can move an initiative from the archive folder to the management folder.
3- As an admin, I cannot not remove any initiative.

Additional context
A similar dev is ongoing for debates
We'd like to make add an "archive categories" feature on top to add filtering capabilities in the admin and on the front office.
For example, this will be used by the French National Assembly to archive initiative by legislatures (2017-2022, 2022-2027 etc.).
1- As an admin, I can create an archive category / edit / delete (only categories that are not used)
2- As an admin, when moving from the management folder to the archive folder I can select an archive category
3- As an admin, I can change the archive category by moving back the initiative to the management folder and moving it again to the archive folder so I can select another archive category.

Does this issue could impact on users private data?
