Collapsible sections in the admin

**Is your feature request related to a problem?

Currently, the admin is very cluttered and sometimes some sections are repeated with the same content, for instance when configuring component settings per phase in participatory spaces. This makes it difficult to navigate to some specific section or even be sure that you are modifying the phase you want to.

**Describe the solution you'd like**

We would like to have some sections collapsed by default, similar as when managing questions in a questionnaire.

**Describe alternatives you've considered**

Live with the pain!

A mockup is attached, although we would tune a little the design to let it clear that elements are collapsible.
