Sorting and filtering capabilities in Budget module

Currently, the projects list on the admin side of a Budgets component is very scarce. Specifically, admins don't have the ability to search, filter and sort the projects as they can with proposals or results in Accountability.

Describe the solution you'd like

Literally the same functions that were implemented recently in the Accountability module to browse results.

Describe alternatives you've considered

As a bonus, group actions could be added such as the ones available for proposals.

For instance, admins could be able to:

• move several projects to another scope
• change the category,
• change the price
• upload a picture for several projects at a time
• select several projects for implementation

This PR is a great inspiration.
