Notifications on publish reports to meeting organizers

As an admin/moderator I want to be able to set up a notification to be sent to meeting organizers if their meeting passed and they didn’t published a meeting report so that the quality of the meetings on the platform is improved.
It is necessary to have the meeting reports filled in, therefore, email reminders will be sent to meeting organizers, as an initial notification and a reminder notification.
As a meeting organizer, I want to receive a notification if my meeting passed and I didn't publish a report so that I can remember to close it and attach the meeting report. Also, I want to receive another reminder at a given time if I still didn't have the chance to close the passed meeting.
As a space/global admin user, I want to receive a notification if an Official Meeting created through the admin panel passed and no one published a report so that I can remember to close the meeting and attach the report meeting. Also, I want to receive another reminder at a given time if no one still didn't have the chance to close the past meeting.
Describe the solution you'd like
The setting for enabling this kind of notifications will be present in "/notification_settings" page under "Administrator's section", having the following label: "I want to receive email reminders of closed meetings unpublished reports"
Another 2 options will have the following default values:
- initial notification - 3 days
- reminder notification - after another 7 days.
Based on those options, a cron job will schedule notifications for all the users/global and space admins who have overdue meetings without report.
Email subject:
"You can now close your meeting with a report on the [ORGANIZATION NAME] platform"
Email text:
"Hello [NAME OF USER],
The meeting [MEETING TITLE] is pending to be closed. Please add a report of the meeting using the "Close meeting" button..

I like the idea, and I think this could be really useful (for admin and participants generated meetings)
There are some details that I'd change:
First, the classic substitution of "events/meetings" 😉
Admin notifications
For this, I think that admins should be able to opt out, as there are instances that have hundreds of meetings and this would be too much. How about a new setting in /notifications_settings ('Administrators' section) like "I want to receive email reminders of closed meetings unpublished reports" ?
I don't like having yet another setting for this, I think that we have too many settings at the moment in the admin panel.
How about if we have sane defaults, like
reminder notification - after another 7 days.
And of course allow implementers to override these for their specific usecase?
I think it's too wordy, other mails that we sent don't have that much text. Maybe @carol has a better proposal for this.

Regarding the email text, and following the pattern we use for the rest of the notifications, the default email could be:
"Hello [UserName],
The meeting [MeetingName] is pending to be closed. Please add a report of the meeting using the "Close meeting" button."
