Add notification setting for reported users

Is your feature request related to a problem? Please describe.
As an admin/moderator I want to be able to switch off notifications coming from reported users via my profile -> notifications settings So that I can make sure I am following the information I am interested in.

Currently, there is no option for admins/moderators in order to switch off receiving the email notifications related to reported users.

Describe the solution you'd like
We suggest including a new notification setting, enabled by default, on the user profiles for admins/moderators only.

Acceptance criteria

AC 1

Given an admin/moderator that logs into the platform When reaching the user profile, notifications settings area Then he will see another option, default enabled, under the “Administrators” section, called “I want to receive notifications when a user is being reported”.

AC 2

Given an admin/moderator that logs into the platform When reaching the user profile, notifications settings area Then he can disable the option under the “Administrators” section, called “I want to receive notifications when a user is being reported”.

AC 1.2

Given a regular user that logs into the platform When reaching the user profile, notifications settings area Then he will not be able to see the section “Administrators” section.

AC3 

Given an admin/moderator When an user will be reported and he has the notification setting enabled Then he will receive email notifications regarding each user.

AC3.1 

Given an admin/moderator When an user will be reported and he has the notification setting disabled Then he will not receive email notifications regarding each user.

We already have the "I want to receive an email every time something is reported for moderation." checkbox.
Isn't that enough?

"I want to receive an email every time something is reported for moderation." is referring to moderated "content", and the one that we want to add is referring to "report user" and "block user" actions.

Yes, we've talked about this with the rest of @product and we thought that we should also change the copy to "I want to receive an email every time something or someone is reported for moderation." so it's clearer
