Group actions for budgeting projects admin

Is your feature request related to a problem? Please describe.

When admin wants to change category / scope / select for implementation for projects, they need to edit each project separately which can be exhausting if there is many projects.

Similar ("actions") functionality that admins have with proposals.

Describe alternatives you've considered

Keep functionality as it is now or add mutations to API (this would be solution for technical users only).

I don't see how it would.
