Canvis a "Liquid democracy"

The main problem is scalability. If Decidim is to work with bigger organisations, it needs something like this.

Describe the solution you'd like
Liquid democracy is a mix of direct and representative democracy. Voters are free to directly voted on whatever they want, but they also get an option to delegate some of the voting to so-called "proxies". These proxies can also have their own proxies. Votes could be delegate only in certain areas. Voters should be able to override proxy votes and to change proxies at any time.
