Initiatives notifications enhancement

Is your feature request related to a problem? Please describe.

As a user creating an initiative, I expect to receive several notifications to follow up on my initiatives updates (same for the followers).

Describe the solution you'd like

Create initiative notifications for the following events:

• the initiative has received an answer
• the initiative has reached the end of the signature collection period

IMO, both of those notifications should be sent to administrators, authors and initiatives followers.
