Canvis a "Add initiative comment in the authorization parameters"

As an administrator, I'd like to be able to restrain the participation in initiatives comments to the completion of an authorization, as it can be done for proposals for example.

Describe the solution you'd like

Add a \"Comment\" section in the authorization form of an initiative type.

When clicking on the authorization button of an initiative type, I can add an authorization on Sign, Create and Comment.

We did the same recently for initiative creation: #9309

Does this issue could impact on users private data?

Yes, as it's related with authorizations, that can collect participant data.
