Proposals at a glance from the homepage

Is your feature request related to a problem? Please describe.
Users of participatory budgeting and other types of platforms often struggle to get a comprehensive overview of the content available inside them. To find the first user inputs, they need to go navigating the platform. As a result, they may spend a significant amount of time browsing before finding content that interests them. This can have a negative impact on the platform's bounce rate.

Describe the solution you'd like
Have a new homepage block dedicated to displaying random proposals at a glance with a possibility to filter them by scope and category. It would offer users a quick sneak peek into what is being proposed in the processes of the platform, catch their interest...

The component from which the proposals would be taken would be selected in the back office alongside other homepage blocks.
