Option to keep authors and followers when Proposal -> Project

When a proposal is transformed into a project in the budgets component, it loses it’s author and followers - none of them even get notified about the change.

Describe the solution you'd like
Although an author shouldn’t be able to modify a project submitted for budget voting, they should at least be notified and maybe even mentioned in the project. Followers of the initial proposal should be notified as well. Finally, the associated proposal should be associated automatically unless the admin unchecks this option when importing.

The broad goal is to enhance the connection between contributors and their contributions while ensuring transparency and participation.

User stories

User Story 1: Notification to Author for Voting Phase

As an author of a proposal, I want to be notified when the voting phase is activated for a project that originated from my proposal, whether it's imported from a proposal component or a CSV file, So that I can participate in the voting and engage with the community about the project.

Acceptance Criteria:

• Notification sent to the author when the voting phase is activated for the project.
• The notification feature should apply to both importing methods: from a proposal component or a CSV file.
• The author's name should be mentioned in the project if applicable.
• The author should not be able to modify the project.

User Story 2: Notification to Followers for Voting Phase

As a follower of a proposal, I want to be notified when the voting phase is activated for a project that originated from the proposal I follow, whether it's imported from a proposal component or a CSV file, So that I can participate in the voting and stay connected with the project's progress.

• Notification sent to all followers when the voting phase is activated for the project.
• The notification feature should apply to both importing methods: from a proposal component or a CSV file.

User Story 3: Automatic Association with Proposal

As an admin managing the transformation of proposals into projects, I want the associated proposal to be automatically linked to the project, whether it's imported from a proposal component or a CSV file, unless I uncheck this option, So that the process is streamlined and the connection between the proposal and the project is maintained.

Acceptance Criteria:

• The proposal should be automatically linked to the project.
• The automatic association should apply to both importing methods: from a proposal component or a CSV file.
• Admin should have the option to uncheck this association during the import process.

Additional context

This is part of a larger effort to have continuity between different components.

Does this issue could impact on users private data?

Not really, but it might affect the format of exports, adding a new column for a new unifying ID to track contributions across different components.
