Preserve current search filters for admin data exports

Is your feature request related to a problem? Please describe.
Decidim does not allow exporting only a subset of the records in the views that provide exporting controls. Some administrators would like to export only certain filtered records, such as the proposals related to a certain category or certain scope if they want to present those for the department in charge of those.

Describe the solution you'd like
When using the admin panel filters, these filters should be also applied to the exported record set. This can confuse admins as they are thinking to export only what they see in the current view but it turns out the export contains all records. The admin panel should be "what you see is what you get", which would make it easier for the admins to understand what is happening.

The views where we would suggest implementing this:

• Proposals component
• Meetings component
• Budgets component projects listing
• Accountability component

Describe alternatives you've considered
It is of course also possible to filter the records in the programs where these records are managed but it becomes cumbersome when exporting happens regularly for a constantly updating set of records, such as proposals. Also, it makes admins daily work much easier if they can already do the filtering inside the user interface before they perform the export.
