Bulk actions to block reported participants

Is your feature request related to a problem? Please describe.

As an admin, when managing a lot of reported users, I have to click on each "Block" button, then write a justification, and I'm redirected on the Blocked users view.

To block one user, it's okay, but when you have to block a lot of spam users it's very time consuming. Regarding the number of spams and the future automatic detection tools Decidim will be using, it will become very hard for admins to go through this process.

The only automated action that will be done is to report this user account (and SPAM contents) to the Moderation panel, so a human can review this report and hide/block if it's SPAM indeed. In the future this could be evolved to automatically hiding the content after we have more experience.

Describe the solution you'd like

As an admin, I'd like to be able to block several users at the same time, using the same justification.

Describe alternatives you've considered

Continue to do this manually.
