Add an "open trash" space for inadmissible initiatives

Many administrations and institutions that set up online initiatives or petitions face the challenge of making the system transparent. Many of them want all the petitions submitted to the platform to be visible to all front-office users. However, on Decidim, when administrators have to configure an initiative sent for technical validation, they have only two options: publish it (which means that the petition is declared admissible and complies with the platform's charter) or not publish it (which means that the petition is declared inadmissible and cannot be submitted for user signatures).

In the interests of transparency with citizens, many institutions that have a platform dedicated to online petitions would like to have an "open trash" space, so that petitions that have been declared inadmissible and not submitted for users' signatures are visible, while at the same time allowing users to send in proof of their rejection.

Describe the solution you'd like

For the French Economic, Social and Environmental Council, we have developed the "transparent trash" module, which allows you to create an open bin to display petitions that are deemed inadmissible or illegal. This open trash be accessed via a button at the bottom of the index of initiatives published on the platform (see screenshot 1). We have chosen to visually separate inadmissible initiatives from published initiatives so as not to confuse users. We have taken our inspiration from the space for withdrawn proposals in the proposal component.

On the back-office, when an administrator configures an initiative sent for technical validation, they now have 4 options: they can publish the petition, make it invalid (does not meet the validity criteria defined by the institution), make it illegal (does not comply with the platform's user charter) or not publish it (see screenshot 2). The "invalidate" and "illegal" buttons send the initiative to the open trash. When an initiative is sent to the open trash space, it cannot be signed or commented on. The administrator can add a response to justify the initiative.

On the index of the open trash, statuses differentiate between invalid and illegal initiatives (see screenshot 4).
