Add anchors to different sections in the process/assembly pages

Navigating the homepage and process pages on Decidim can be time-consuming and sometimes frustrating, especially for users who visit frequently and are looking for specific information or updates. Currently, there is no direct way to jump to particular sections of these pages, leading to a less efficient user experience.

Describe the solution you'd like
We propose adding link anchors to various sections of the homepage and process pages on Decidim. These link anchors will allow users to quickly navigate to the section they are interested in, improving the overall user experience. This feature has already been successfully implemented for active and past processes in assemblies for Toulouse, demonstrating its feasibility and effectiveness.
