Add images to Meeting metadata

We want to generate excitement about certain meetings.

A small image that gets incorporated into areas like "Upcoming Meetings" and the Meetings Component.

We used the homepage HTML block to manually build what we needed on the front page, shown here: https://wedecide.green.ca.
