Reduce technical and functional debt

Some features, introduced as experiments more than eight years ago, were never fully developed or widely adopted. We plan to remove these unfinished functionalities, while always offering better alternatives to cover their intended use cases (for example, collaborative drafts being replaced with proposal co-authorship, etc.). This process will help simplify the codebase, making Decidim easier to maintain and extend in the long run.
