Two buttons "create" and "send" when creating a managed user

So far, when the dummy authorization handler is activated, there are two buttons"create" and "send" appearing when creating a new managed user. Cf. the answer of David Rodríguez on Gitter : "This is a bug in decidim that has always been there, but only manifested on the dummy authorization handler since https://github.com/decidim/decidim/pull/2438 (which added a partial for it). If the handler uses a custom partial, the new managed user template should defer the rendering of the button to the template" Thanks !
