A process group with only private processes inside is still transparent

In a process group only filled with private processes, non participants can still see the process group on the processes index. As an admin, when configuring a process group with private participatory processes, I expect the process group to be invisible for non participants in the processes index. Is this a bug or the normal behavior or process groups ?
