Changes at "The number shown in the message "Current census data" is wrong"

When you update the organization's census the number of records shown does not correspond to the number of records uploaded (number of rows with emails from census members). A value equivalent to n+1 (where \"n\" is the real number of rows uploaded) always appears in the message.
In my case, I uploaded a csv file with 38 rows. This is what I did and saw:
1. Go to Admin Dashboard >...>Organization's census
2. Click on \"Browse .csv file with emails data\" and choose file
3. Click on \"Upload file\"
4. See message: \"There are 39 records loaded in total\"
Expected behavior
I expected to see this message: \"There are 38 records loaded in total\" (please note: not \"39\")
