    As a user, I can publish a previous created proposal after admin has unchecked \"Participants can create proposals\"

    **To Reproduce**

    1. As an admin, go to an assembly or a process with proposal component and configure it to allow participants to create proposal (checkbox \"Participants can create proposals\" )

    2. \n
    3. As a user, create a proposal but do not publish it

    4. \n
    5. As an admin, uncheck \"participants can create proposals\"

    6. \n
    7. As a user, publish the proposal you created.

    **Expected behaviour**

    When admin unchecks \"participants can create proposals\", it should not be possible for a user to publish a previous created proposal, because you could have a published proposal with a published date time after the time the proposals were closed.

    This bug exists on nigthly and previous versions of decidim.
