Description and objectives of the candidacy

The aim of this joint candidacy is to bring together people from different backgrounds and disciplines on the same list, to continue the work carried out by the previous coordination committee and to continue making Decidim an international project, financially autonomous, a referent for digital participation and a model of free and public-common software.

The objectives of this candidacy can be broken down into three areas:

• Governance: Rethink the governance model, adjusting it to the current reality of the community and the Association.
• Sustainability: Consolidate other sources of funding to gain autonomy from public funding.
• Political Advocacy: Position the Decidim Association as a reference in the field of free and open technologies, being an active political actor in defence of free software and technological autonomy, as well as participatory democracy, collaborative governance and collective intelligence.

Tasks

The objectives set out above are translated into tasks that we undertake as a commitment to all the members of the Association.

Governance

• Draft the Association's Internal Regulation. With the aim of ordering and clarifying decision-making mechanisms, internal procedures and the functions of the positions.
• Modify the Association's statutes. With the aim of adapting them to the current reality of the project, making Decidim an association of public utility that allows funding at European level.
• Organise and clarify the functioning of the working groups. Facilitating greater community participation.
• Incorporate the international vision in governance, encouraging the integration of new partners in the association.

Sustainability

• Overcoming the current economic situation and cleaning up the Association's accounts.
• Propose and implement a model of financial sustainability that involves the diversification of funding sources that will allow the Association to gain autonomy.
• Implement and consolidate a policy of partnerships and collaborations that will help to improve and strengthen the project (with public institutions, communities, universities, foundations, cooperatives and SMEs, etc.).
• Design an annual donation communication campaign.
• Initiate the procedure to request the declaration of public utility of the Association.
• Promote the development of local communities working on Decidim.

Advocacy (political)

• To associate and coordinate with other free software projects.
• To be a political actor in the defence of the use of free technologies, especially in the field of technologies applied to government and public administration.
• Continue to actively promote citizen participation and continue to raise awareness of Decidim as a platform for collective/collaborative decision-making.  
• Promotion of democratic quality (e.g. by defining evaluation and certification mechanisms).
• Promotion of Decidim on an international scale.

Descripción y objetivos de la candidatura:
El objetivo de esta candidatura conjunta es reunir en una misma lista a personas de distintas procedencias y disciplinas, continuar el trabajo realizado por el anterior comité de coordinación y seguir haciendo del proyecto Decidim un proyecto internacional, financieramente autónomo, referente de participación digital y modelo de software libre y público-común.

Los objetivos de esta candidatura se concretan en tres áreas:

• Gobernanza: Repensar el modelo de gobernanza, ajustándose a la realidad actual de la comunidad y la Asociación. 
• Sostenibilidad: Consolidar otras vías de financiamiento para ganar autonomía respecto del financiamiento público.
• Incidencia política: Situar la Asociación Decidim como referente en el ámbito de las tecnologías libres y abiertas, siendo un actor político activo en defensa del software libre y la autonomía tecnológica, así como la democracia participativa, la gobernanza colaborativa y la inteligencia colectiva.

Tareas

Los objetivos anteriormente definidos, se concretan en tareas que asumimos como compromiso con todas las socias de la Asociación.

Gobernanza

• Redactar el Reglamento Interno de la Asociación. Con el objetivo de ordenar y clarificar mecanismos de toma de decisión, procedimientos internos y funciones de los cargos. 
• Modificar los estatutos de la Asociación. Con el objetivo de adaptarlos a la realidad actual del proyecto, hacer de Decidim una asociación de utilidad pública que permita el financiamiento a nivel europeo.
• Ordenar y clarificar el funcionamiento de los grupos de trabajo. Facilitando una mayor participación de la comunidad.
• Incorporar la visión internacional en la gobernanza, fomentando la integración de nuevos socios en la asociación.

Sostenibilidad

• Superar la situación económica actual y sanear las cuentas de la Asociación.
• Proponer e implementar un modelo de sostenibilidad financiera que implique la diversificación de las fuentes de financiamiento que permitan ganar autonomía a la Asociación.
• Implementar y consolidar una política de partenariados y colaboraciones que ayude a mejorar y potenciar el proyecto (con instituciones públicas, comunidades, academia, fundaciones, cooperativas y pymes, etc.)
• Diseñar una campaña comunicativa de donaciones anual. 
• Iniciar el trámite para pedir la declaración de utilidad pública de la Asociación.
• Fomentar el desarrollo de comunidades locales trabajando sobre Decidim.

Incidencia (política)

• Asociarnos y coordinarnos con otros proyectos de software libre 
• Ser un actor político en la defensa del uso de las tecnologías libres especialmente en el ámbito de las tecnologías aplicadas al gobierno y la administración pública.
• Seguir promocionando activamente la participación ciudadana y seguir dando a conocer Decidim como plataforma para la toma de decisión colectiva/colaborativa.  
• Promoción de la calidad democrática (p.ej.: mediante la definición de mecanismos de evaluación y certificación).
• Promoción de Decidim a escala internacional.
