Use more Quill Rich Text Editor capabilities

We can already allow drag and drop of images from a desktop computer. Why not use more of Quill's magic like : - image resizing - numbered list - Text alignment options (justified, centered, left or right) - keep formating word or odt documents

As a sidenote, it has been also suggested to scrap Quill.js totally and start using Trix:
https://github.com/decidim/decidim/issues/4981

Rails 6 has already been out for few months now, so this should be taken into account during Rails 6 upgrade. The Rails 6 upgrade itself is understandably bigger effort than just swapping the rich text editor.
