Authorization handlers to restrict users comments

Hi all, so far, with an authorization handler, an admin can restrict the following actions : - Proposals : create, vote, withdraw - Meetings : join - Budgets : vote - Survey : answer - Debates : create It would be awesome to be able to restrict commenting as well !
