I think this idea should get more thought in wider context.
For example, in Finland, we have head lots of complaints about the word "proposal". Not only from one client but from every single one. It does not seem to be accepted by anyone and they always want to change the term to "Idea".
Of course, we could just use different term in the Finnish translation but then it would not be in line with the English terminology. Also changing this particular term through customizations is tough since it appears in so many places throughout the application.
Another complaint we've heard is about the words "Accepted" and "Rejected" in the idea answers. Many people involved in the participatory process from the cities' side seem to think this terminology is very arrogant towards the people taking part in the process. They feel that if they see their idea "Rejected", they will have higher barrier participating ever again after that.
On the other hand, I understand this "Accepted" and "Rejected" terminology is sometimes necessary depending on the process but at least here, the idea collection phase seems to be more rough ideas that anyways need further processing. Therefore, many don't see this terminology acceptable keeping the participatory aspect in mind.
