Allow for multiple answers on the survey form

One of our client has set up a survey on one of his participatory processes and he contracted someone to collect answers on the street via paper or alternatively via a tablet. As (all) users on the platform can only fill up the survey form only once he can't consolidate the results apprearing on decidim. I see 4 solutions to this: - Have the person on the field using the managed user functionnality but our client is not keen on giving admin access to this contractor - Allowing a specific user role (admin, moderator or collaborator) to fill the survey form several times - Alllow all users to fill the form several times - Add a csv import button for answer collected in paper form and else (maybe my favourite) Curious to have your feedback on which is the best option.
