Use time ago instead of date

Decidim notifications use a system of date (e.g. Mon 13, Tue 22).
I found it weird because when you have old notifications, the date doesn't mean so much to you, you want to know how much time has elapsed since the notification has been emited.

As a user I want to know since when a notification has been emitted.

I suggest that we use Time ago
Describe alternatives you've considered
For a pure js alternative we could use timeago.js

Nice! I agree. With time ago can we use a time zone for each user who can set it in her control panel?
