Possibility to configure the top level navigation

It should be possible to configure which pages are visible in the top level navigation. It could be some of the top level pages there are currently or it could be e.g. a content page (FAQ, etc.), a participatory space home page or a component page under a participatory space.

In fact, I think requests such as this one would be much easier to serve in case it was easier to configure the navigation:

We also got another request asking whether the footer navigation could be separately configured from the top navigation and the "More information" page.

I suggest that we could create multiple different "navigation trees" in the admin panel allowing the implementation of these types of requests. It should be possible to link to the same page from multiple different navigations.

The navigation trees should be tree structures allowing navigation items to have a parent element. This would help creating multi-level navigation structures (e.g. dropdown navigations).
