Allow users/participants as a possible entry for sortition

We've had this request in the past, could be good as the sortition would not only be limited to the proposals but exposed to the rest of the features.

Currently the sortition component allows the sortition of proposals only. Most of the use case we've observed where about sorting users. This can go from simple to complex as specific criterias could be inputed as sortition parameter (parity, neighbourhood, etc.)

I'm sure the rest of the community has thought of this enhancement so I'd like to discuss this with everyone. @carol @microstudi @xabier

I'm resurfacing this has the Belgium Federal State has a budget to carry that out. Furthermore the Bruxelles parliament voted at the end of last year a legislation piece that describe the creation of a third chamber, a citizen assembly made of citizen selected by a sortition process which aim will be to representative of the territory demographic. (Their e-ID infrastructure allows to gather verified data on users that register on the platform).
