Add a comment's extract in its notification email

The notification emails don't have any other text than the author and the title of the comment their are related to (and the web link to it). I propose they contain part (at least) of the comment/proposal so we can judge whether we want to go straight to the web or not. This is, to have some more info on the notification and give it a better answer.

Yes! also for notifications generally, they don't include content at all, and very often you don't wan to navigate a short details or beginning of the content might be enough to just skip the notification. Right now you have to click and navigate just to access the content.
