Proposal:
1- Scopes = Topics that administration has (eg environment, economy, culture) with sub-themes (enviornment: fire, water, land..).
2- Areas = Organization chart on how the administration is organized (eg councils, departments).
With this, we classify a process that belongs to a department and that has n topics.
This allows us to progress with dynamic roles where the political network acquires a second level that is to give full autonomy to the departments / councils / councils (form in which the aapp is organized politically) -> It is an intermediate step between the user with administration role and supra administration.
Why? Because this way autonomy is given by giving up the powers of "creation and management" to the administrators of departments. This implies that supra-administration does not necessarily have to manage or create any process / assembly but at the same time they are exclusively the only ones that have control over 100% of the platform.
Therefore, a role of department administrator can a) manage the processes assigned by his department b) create new processes that are exclusively assigned to his department.
@paarals following an area / department can be link to a specific territory or geographic area ?
I'm asking cause we've working on adding geojson data on scopes so we show polygons on the different maps displayed in Decidim. Pinging @carol here too see what's the current state of mind from product.
