Targeted communication to groups of people
Regarding getting people to participate, physical meetings are a key in getting people actively involved.
Therefore, we've heard requests from Decidim users that they would like to communicate directly to certain people in the system, not only the whole userbase who have enabled newsletters.
I'll list below some of the requests that we have heard so far (anyone else can chime in).
I would like to send a message to all participants in the system who:
- Have submitted an idea/proposal.
- Have participated in an idea/proposal (one of the authors).
- Have participated in general (left idea/proposal, comment, support, etc.).
These requests can apply to the whole system (i.e. all participatory spaces) or can be limited to a certain participatory space or a certain component.

Following what @agustibr is explaning, I'll add that definition setting on Decidim for participants is:
"Participants (calculated from unique users who have performed any of these actions):
-Create a proposal
-Create a debate
-Answer a survey
-Leave a comment
-Give support to a proposal
-Endorse
-Vote a participatory budgeting project"

What I'd still like to see regarding this feature that I did not see as I checked through the master branch:
- Possibility to send the newsletters also for people who have not enabled these. Sort of like "private messages" that do not necessarily fall to the scope of a "newsletter" and therefore also needs to be seen by people that have not enabled receiving newsletters. This has been an actual need from the customers, such as notifying people that the idea creation/editing is coming to an end, please check that you have finished your idea (in case it is a collaborative draft for instance, this particular case was about the decidim-plans module that we've built based on similar ideas).
- Maybe we could alternatively allow the same kind of "filtering" of recipients in the private messages alternatively?
@ahu you're welcome, I like the send as "private message" feature proposed. I'll take a look at the 'decidim-plans' module.

- The ability to select "Participants" is certainly nice but it may not be enough to support the use cases described in this feature request. For example, what if they want to message ONLY people who have left an idea or ONLY people who have commented to an idea or ONLY people who are coauthors of an idea? The current implementation seems to support only the last example from the points raised in this feature request (apart from the inability to send to anyone, without them having newsletters enabled).
- This should also support 3rd party modules (such as decidim-plans) to provide the filtering options to send the message to.

Yes, and just to elaborate to avoid misunderstandings:
"send to participant OR sent to multiple participants".
And just a note that from the user requests, these messages should go to the email boxes of the recipients and not only to the private messages section. They may have disabled the email notifications for app notifications which I believe would cause them not to be notified about the new message.
Maybe the newsletter feature could turn into a more general "mass messaging" feature where the admins could send EITHER a newsletter (sent only to people who have enabled newsletters) OR a general message (sent to all recipients, regardless of the newsletter subscription).
Reviving this thread as I think this proposal is really useful!
I think this is probably a need that will increase in Barcelona as well for its participatory budgeting process. How do you message all the participants who wrote a proposal? a proposal that was accepted? refused? an accepted proposal about sports that you would like to invite to a physical meeting where they will be able to discuss their proposals about sports together.
The existing system for selective newsletters is already really powerful and versatile, it should just gain a few filters to become even better!
