Import / export participatory processes

As an admin, it is quite tedious to fill in the forms to create a participatory process especially when I'm working on a blank instance.

- As an admin, I want to be able to export a participatory process and its associated data.
- As an admin when creating a new participatory process I want to be able to import a file containing all the info of a participatory process to no start from scratch.

This is a good step forward towards having templates on Decidim.

@product @carol we plan to add this to decidim/decidim, are you ok with this feature?
As it is explained in @virgile_deville 's link, it will include all the settings of the process plus the settings of all its components.

Also, after adding import/export capabilities to ParticipatoryProcesses we will add this capability to Assemblies.

Can I ask if you are thinking in let the admin choose what to export/import? I'm thinking in using it to export/import surveys, which are some of the more tedious and repetitive tasks...

Good question ! @oliver_valls will the questions of a survey be imported ? Will the meetings created in a meeting feature be imported ? Will official proposals be imported ?

Hi @virgile_deville!
Surveys: yes, we will import questions and answers, but not responses.
Meetings: no, we've not planned this. We consider it content, not configuration.
Proposals: no, we've not planned to support official proposals' import/export. We consider it content, not configuration.
Admin can select: no, admin will not be able to select what to export. Everything will be exported.

Hi @oliver_valls, to better understand it, what is the difference between meetings and surveys in terms of configuration? Why is the structure of a survey considered configuration and not the structure of a meeting?

You are right @carol, maybe it is a little bit subjective or not clear at least.
At first we thougt that the survey may be directly related to some kind of participatory process used as a template, thus it is configuration. In this case questions+answers would not change after import. On the other side, we would not copy what people responded, which we considered the content of the survey, and depends on each specific process.

The meetings instead would change (dates, organizers, etc..) a lot on every process and will probably be a different number of them.
The same for official proposals, we find them specific to each process.

But, as you say, the difference is not clear. We planned the feature like this, if you find it confusing we can remove the import/export of Survey's questions+answers, but we can not add more things to import/export.

@carol I forgot to mention that we checked how the copying of the meetings component works and the meetings are not copied right now.

Of course answers should be treated as content (thus ignored)
