Maximum number of projects to be voted on on Budget component

For participatory budgets, the admin can only set a min number of projects to be voted on, but in some cases, municipalities need to set a maximum, or a specific number of projects to be voted on.

Describe the solution you'd like

As an admin, I'd like to be able to set a maximum number of project, or to give a specific number of projects to be voted on.

We'd like to add a voting rule "Maximum number of projects to be voted on" and to add a new field:
- `max`: Allow the admin to set a maximum number of projects to vote for

This voting rule wouldn't be compatible with the "Percentage of budget" rule, but would be compatible with the "Min number of projects to be voted on" rule, as this would also allow to set a specific number of projects to be voted on, if min = max.

When activated, this voting rule allows the user to go over budget.

As a user, I want to be able to understand how many projects I have to vote for in order to confirm my vote.

  • Add a layout to explain the configured voting rules, as it already exists for Proposals.
  • Hide progress bar when this feature is enabled
