Add a config to enable users to add attachments in comments

Our clients using Decidim for internal governance are using comments section a lot, to exchange good practices or share experiences.
In a lot of cases, they want to enable users to add attachments to their comments (photos, pdf, etc.).
Describe the solution you'd like
We could add a config flag, may be with Platoniq's Decidim awesome module to enable attachments in comments.

We've got the same problem! But it'd would be nice to get rid of React in comments, this ways we could hack things like that much easier (for instance with awesome).
It seems that's a shared opinion here (see Rewrite comments in Rails)!
I'll talk to the client, so we can know in what extent they can fund a refactor of the comments section, and think about may be doing this with a co-investment from other interested clients.
We've should create some sort of public "pool" to fund expensive features...
I love this idea! Do you think about a tool in particular that could help us do that?
