Re-integrated EU eIDAS-compliant Italian SPID Authentication

Italian Government adopted DECIDIM to develop it's national partecipation platform partecipa.gov.it .
Italia Government modified Decidim introducing EU eIDAS-compliant SPID Autentication, along with other features available here https://github.com/dipartimentofunzionepubblica/partecipa .
**Additional context**
This ticket is to officially re-integrate all the Decidim modification that enable operations of partecipa.gov.it platform without any customization.
Considering the new Decidiamo! Italian Community of Decidim https://decidiamo.it it's valuable to consider in the roadmap proper community management to integrate all the upcoming modification done during the development of Open Rousseau https://openrousseau.org .

Hi Andres,
the Spid authentication is an eIDAS compliant authentication mechanism and is actually implemented in decidim only in the Italian Government Fork() of Decidim https://github.com/dipartimentofunzionepubblica/partecipa/search?q=spid .
This means that, anyone installing Decidim, does not have the availability of Spid autenticator, that provide pre-identity-validated users authenticator for italian national-regional-local participation projects started as grossroots organisation, drastically reducing the user enrollment effort/cost.
My take on this is to integrate the Spid authenticator into official Decidim branch, to ensure smooth uses by italian projects of pre-identity-validated authentication without relying on oauth/large-dotcom providers.
I would also say it would be better to keep the nation specific authentication providers out of the core.
We have a similar system in Finland for which we have created an integration module, see:

If you make a module out of it, would be easier for others to utilize it with Decidim.
