Add a way to get to component settings from component admin

**Is your feature request related to a problem? Please describe.**

When I am in the admin area inside a component (proposals, meetings...) it's very hard to go to its settings. I need to click on the "Components" link in the sidebar, and then click on the cog. The first step, clicking the "Components" link, is misleading because I'm already inside a component, and then clicking the cog but having the pencil (which takes me back to the component) is confusing too. Also, clicking the component name in the table takes me to the public page of the component, which is also misleading (maybe use an "eye" icon for that just like in the rest of the admin?)

A better UI for this section. Maybe a button to get to the settings once I'm inside the component would be nice.

I would like to add that the whole admin experience is quite confusing right now. One of the things I constantly struggle with is that when you have selected "Components" inside a participatory space, clicking the component name takes you to the front-end of the site. This is unintuitive as you would expect to get inside that component in the admin panel. It should be under different menu how to get out of the admin panel to "preview" the component.

The right side options are also very small and unnoticeable for many users.

Also, when inside a component, the component's own navigations are quite hard to get into. An example is how to get into managing the statuses for the accountability module. The link to this view is where you'd expect to find the options that control the list shown below, e.g. "New result". Getting to the statuses is not clear currently (maybe tabs on top of the view would solve this?).

I think the whole admin panel experience could be improved a lot with quite minor UI changes:
- Making it clearer where the user is in the admin panel (e.g. breadcrumbs?).
- Re-thinking how to get back one level at a time, it confuses to go through multiple links (e.g. hide the higher level navigations when you browse into the deeper sections, see e.g. how Azure portal does this, although it is also quite complex).
- Re-thinking how people navigate back and forth between the deep sub-sections of the admin panel (such as accountability results vs statuses, see the points above).
- Do not link outside of the admin panel from the admin panel in cases where the user would expect to stay inside the admin panel. E.g. clicking one of the component's names in the component listing.

And possibly a completely another discussion but hide or totally get rid of all the "excess" configuration options that are currently in the different admin forms. E.g. take a look at the process creation form, why do we need the following:
- Hashtag (only a detail that should be specified afterwards if wanted)
- Notice (not needed when creating, could be configured if and when needed)
- Metadata - this I don't even have any idea what it should be used for myself. I know they show up in the sidebar but it is unnecessary, as is the whole front page of the process.
- Filters - not generally needed unless you have tens or hundreds of processes. And it is probably quite a rare case to have so many.
- Process group - couldn't this be configured under the process groups?
- Related processes - what are these?
- Show statistics/metrics - details, not needed when creating the process. Default to disabled state and enable if/when needed.

Similarly if you take a look at each form in the admin panel, you can probably find many fields that are unnecessary or which could be hidden under some sort of "expert options" that the general users don't need to care about or know what they mean.

One new note about the admin experience (not directly related to the proposal but related to these other raised issues):

Right now the order of buttons can differ based on the component you are managing in the admin panel. An example of this is the position of the "New" button in the proposals and accountability components:
- In the proposals component, the "New proposal" button is at the very right of the button panel in the admin view
- In the accountability component, the "New result" button is at the very left of the button panel in the admin view

This can cause confusion among the admin users when there are no conventions how the buttons are aligned.
