Changes at "Disable comments at the content level"

As a admin it's frustrating to not be able to enable or disable comments on a single proposals / meeting.

Adding an action in the admin to disable comments from the index instead of using permissions.

Describe alternatives you've considered

Set permissions to comment at the content level (proposal or meeting).
