Canvis a "Add comments to open data files"

As a user I'm surprised to not find comments when opening the \"open data files\".

Describe the solution you'd like

Add a .csv file containing all comments made on platform.

Hidden comments (moderated) shouldn't be included.

Describe alternatives you've considered

Get the comments, through the API

Does this issue could impact on users private data?
