Changes at "Place inactive steps configurations in toggle"

Admins of Decidim find it frustrating and confusing that all steps configuration are displayed when editing a component as it makes the form quite long.

Describe the solution you'd like

As an admin I'd like to nest the steps configuration in a toggle that can be unfolded on click.

By default the active step configuration would be unfolded.
