Add votes from Budgets component to the available metrics and statistics

It is currently possible to view all sorts of metrics in the admin dashboard and a process presentation page.
But not the number of votes expressed in the Budget modules of the platform or the process.
Describe the solution you'd like
Let's just add the votes to the existing areas.
The metrics of the process could gather all the finished votes of all the Budgets components of the said process.
The statistics at the bottom of the homepage and metrics on the admin dashboard would gather all finished votes from all Budgets components.
Describe alternatives you've considered
Should that total vote count be shown to users if the number of votes for each individual project is hidden? I believe so but it could be a point of discussion.

That could be relevant for platforms that focus on participatory budgeting such as Omastadi in Helsinki (@ahu, what do you think?) .
Definitely relevant for some of our platforms too although not on others. At some point, I guess we'll have to make that block configurable.
Yes, Helsinki wants all sorts of metrics from their voting but the accumulation of the votes is not enough.
We were actually planning to build a module for budget metrics to be used by another town but we noticed few problems with the metrics approach:
- During some votings, they don't want to disclose the voting statistics during the voting process (not the case in Helsinki but in many other places it is)
- Decidim default metrics are automatically visible through the public API even when the "show votes" option is disabled for the budgets component
Regarding the feature described here, I think it would be very useful but only if the above was considered with it.
For Helsinki we are going to calculate some metrics "privately" in the backend and then expose it only to who needs to see it. Some metrics might be exposed to the end users as well but not all.
