Replace "Order position" fields with drag & drop

Is your feature request related to a problem? Please describe.

Many platform admins in Sweden struggle to rearrange the components in a space. More generally, we often had to explain what the Weight field was for and although Order position is slightly more intuitive, it's the method of setting a number for each element that is tedious.

Describe the solution you'd like

On the Homepage settings and on a process Steps page, this has been solved with drag & drop. I suggest we add drag & drop for all lists that can be reordered with Order position today.

These are the ones I identified:

  • the list of Help pages and Topics
  • the list of Processes and Assemblies
  • the list of components of Processes and Assemblies
  • the list of Scopes in a Budgets component
  • the list of registration types in a Conference

Additional context

When these fields are replaced by drag and drop, the Weight column will remain in the database but a migration should take care of converting the values (which can today be similar) to unique incremental values.
