Changes at "Notification for valuators "

Is your feature request related to a problem? Please describe.

As a valuator, I want to receive an email notification when I have an assigned proposal to examine. Otherwise I never know I'm assigned to new proposal and get frustrated to get reminders from my colleague who has to do the work twice

Describe the solution you'd like

I suggest to add the following notifications

1.Send a private email :

• Subject : You've been invited to valuate a proposal
• Intro : Hello %{name}.
• Body : %{admin_name} wants you to valuate the following proposal : <a href=\"%{proposal_link}\">%{proposal_title}</a>
• <a href=\"%{answer_link_admin_panel}\">Valuate the proposal>/a>
• Outro: You received this email because you are a valuator on %{space_title}

2. Send a notification on the platform : 🛎

• Notification type : proposal valuation
• A subject : Proposal valuation
• Body : %{admin_name} wants you to valuate the following proposal : <a href=\"%{answer_link_admin_panel}\">%{proposal_title}</a>
