Cambios en "Add "Create proposal as" in admin "New proposal" form"

It can be convenient for admins to create proposals from the admin panel but the form unfortunately doesn't offer the same possibilities as the one available for participants.

For instance, it is not possible to create a proposal as a group.

This is something that some of our admins often use when importing proposals that they gathered elsewhere. In a participatory budgeting process open to residents of an area and pupils of several schools, most proposals were gathered during physical events and the admins created several groups called "Residents from X" or "Pupils at school Y" and created the proposals using these groups so that the author field would show where they came from. This was of course possible from the frontend but it would be good to be able to do it from the admin panel.

Add the "Create proposal as" on the admin Proposal creation form.

Describe alternatives you've considered

It would be good to control that the admin form is on par with the participant one while this field is added. For instance, it isn't possible to move the pin on a map after adding an address.
